It has 182 certified beds that have been approved by the federal government to participate in Medicare and Medicaid, with an average of 167 residents per day. Northern Riverview Health Care is not in a Continuing Care Retirement Community, and it is not in a hospital. It has a Resident Council to facilitate communications with the staff. In that report 13 health citations were noted, while the average number of citations for New York is 4.8 and the average number of citations in the United States is 7.8.</p><p>The statement of deficiencies noted the following issues:</p><ul><li>The facility did not notify the primary care physician of a change in the medical condition of a resident for infection. Specifically, the resident had an acute onset of loose stool for multiple days while on an antibiotic treatment for a bacterium that can cause symptoms ranging from diarrhea to life-threatening inflammation of the colon infection. The physician was not notified of this change in the resident's condition.</li><li>The facility did not ensure that a Comprehensive MDS (Minimum Data Set; a federally mandated process for clinical assessments of residents in Medicare or Medicaid certified nursing homes) was completed for each resident in accordance with the CMS guidelines. Specifically, 5 residents did not have an Admission MDS completed within 14 days of admission to the facility.</li></ul><p>In addition, during the last 3 years, there was 1 complaint that resulted in a citation.</p><strong class="heading4">Staffing</strong><p>According to the CMS, higher staffing levels may mean higher quality of care for residents. Thus, the CMS reviews the staffing levels. Specifically, it looks at the number of hours per resident of licensed nurses, registered nurses, nurses aides, licensed practical/vocational nurses, and physical therapists. For staffing, Northern Riverview Health Care received 2 stars which is a “below average” rating.</p><ul><li>The average total number of licensed nurse staff hours per resident per day at Northern Riverview Health Care is 1 hour and 32 minutes.
